The tax credit is not completely to many families (especially those not living in expensive cities and hence not earning the bigger salaries coastal cities have, even though they earn well enough for their own small cities)

No, no it did not. It effectively cost that much to rich people that make enough to be taxed that much. But at the same time, these rich people make enough to not be worried about that. The people who need it to be cheaper get absolutely nothing or next to nothing.
