True about east, but I think you are underestimating how much power USA holds over the rest of the western countries and western countries are sharing their spying(snooping) activity between themselves.
But this article is about leaked data collection from VW so a company not a state, although who knows If It's not also sent to the state, I wouldn't be very surprised.
Although VW has problems, at worst German government will have to help.

Every person out for themselves and you don't ascribe to malice what can be explained by corporate stupidity. Most of the collected data is never used, but they will collect it "just in case" because it costs so little. The question now is if VW owners affected by this leak gonna introduce a cost by suing the living F out of VW that is already half dead.

You wouldn't have to safeguard my personal data if you wouldn't have collected it for no reason, VW! There is no value for me as a customer in your bullshit, but there is, apparently, a price for me to pay now. And you know what? F U VW, can't wait to see you burn. If there is no difference in privacy, I would get more value for my money from a Geely or some other PRC brand, so if Xi wants to know my routine, he at least has to subsidize my car to get it.
